If the bars are steel, yes. Some newer carts use aluminum frames, and magnets don't hold on aluminum - so test it first: if a fridge magnet sticks to the bar, so does this.
No. The magnet locks the base to the bar, and the flexible grip closes around the cigar from the sides rather than balancing it on top.
The grip opens to 1.18 inches - anything from a slim 30 ring gauge up to a 70 ring gauge gordo. It flexes to the shape, so tapered torpedoes sit just as securely.
